The proposal to ban vehicles aged over 10 years old in Jakarta has become a hot topic once again. The policy is planned to come into effect next year in an effort to reduce the increasing concern about air pollution in Jakarta.
This proposal is not something new. During then Governor Jokowi’s administration and continuing to Ahok’s tenure in 2015, Jakarta aimed to become a city free of vehicles over 10 years old by 2017.
However, the proposed policy was still not in place at that time. In 2019, Anies Baswedan, then Governor of Jakarta, issued Governor’s Instruction No. 66 of 2019 on Air Quality Control, which becomes the basis for the 10-year age limit on vehicles by 2025.
This regulation was further reinforced after President Jokowi recently signed Law No. 2 of 2024 on Special Region of Jakarta Province (UU DKJ).
After Jokowi approved UU DKJ, people voiced their arguments for and against the proposed vehicle restriction policy in Jakarta. One reason for imposing such restrictions is the ‘airpocalypse’ that is taking place in Jakarta.
On 2-8 May, the IQAir website recorded that Jakarta’s air quality was categorized as “Unhealthy.” A factor that causes Jakarta’s bad air pollution is vehicle exhaust emissions, which account for 44 percent of total emissions.
In addition, the proposed vehicle restriction policy is deemed effective in reducing congestion in Jakarta, where many residents use private vehicles to get around.
“The aim is to reduce congestion; we want people to use public transportation as often as possible, thus reducing private vehicles in the street,” said Taufik Zoelkifli, a Member of Commission B of Jakarta Regional House of Representatives (DPRD Jakarta), as reported by bbc.com on Thursday, 9 May 2024.
However, some recommend that the proposal should be further reviewed. Ismail, the Chairman of Commission B of DPRD Jakarta, is one of them. He believes that if the policy is enforced next year, it will cut the Provincial Government of Jakarta’s revenue from motor vehicle taxes.
“We should find a compromise between two sides, that is, we want to create a healthy environment, yet we don’t want to reduce our potential Local Own-Source Revenues,” he said, as quoted from bbc.com (5/9).
Likewise, Heru Budi Hartono, the Acting Governor of Jakarta, recently said that this proposal could not fully solve the existing issues (congestion and air pollution). “It only represents the smallest part of transportation management; it’s not that significant,” said Heru in the same report on bbc.com (5/9).
