The World Water Forum first took place in 1997, but global discussions on water issues started as early as 1987. Key issues back then included droughts, floods, water pollution, limited water resources, and ineffective water management.

The establishment of two international water-focused organizations in 1996, the World Water Council (WWC) and the Global Water Partnership (GWP), paved the way for the inaugural World Water Forum in Marrakesh, Morocco, in 1997.
